The FY 2027 FMRs went up almost everywhere.
Where most people live, they went down.
All 2,606 area-wide FMR areas, FY 2026 against FY 2027, at every bedroom size. The median area rose 4.2 percent. Weighted by the people who live there, the increase is 2.4 percent — and 466 areas came down.
These figures take effect October 1, 2026 unless HUD receives a valid request to reevaluate a particular area. Comments were due October 1, 2026; supporting survey data is due January 8, 2027, and any revised FMRs are published in April 2027.
How the change is distributed
Every area-wide FMR area, grouped by how much the two-bedroom FMR changed from FY 2026 to FY 2027. The leftmost bar is the group HUD held harmless: areas whose calculated FMR fell more than 10 percent, where the published figure was floored at 90 percent of last year’s.
Smaller units gained the most
The FY 2027 bedroom ratios push more of the increase into the smallest units. The gap between the median area and the population-weighted average is the rural-urban split: the many small areas moved up, the few large ones did not.
The twenty-five largest FMR areas
Each line runs from the FY 2026 published FMR to the FY 2027 figure. Los Angeles and Chicago moved up sharply. Dallas, Houston, Phoenix, San Diego and Atlanta came down.
State by state
Population-weighted change across all FMR areas in each state and territory. Arizona is the steepest decline of any state, and Phoenix is nearly all of it — Tucson is essentially flat.
